Billy Coen is a fictional character from Capcom's video game, Resident Evil 0. Coen, a former U.S. Marine, is an escaped convict who serves as Rebecca Chambers' partner during the Arklay Mountains incident.

Coen is first introduced to the series in Resident Evil 0, a prequel to Resident Evil. A player learns of his existence by examining a derelict vehicle that was transporting Coen, a convicted ex-marine, to his execution. However, Despite his troubles with the law, he forms an alliance with Rebecca Chambers, a Special Tactics and Rescue Service (S.T.A.R.S.) operative, who is sent to investigate the Arklay Mountains region.

Through their cooperation, the two protagonists are able to successfully make it though the Ecliptic Express and later a laboratory and factory. The two are almost dependent on each other; the combination between Coen’s brawn and Chambers’ intellect allow the player to solve many of the game’s puzzles and survive many near-death encounters. Despite their newly formed partnership, Coen refuses to tell Chambers the full details about his military background and court marshal.

Coen and Chambers eventually confront James Marcus, the game’s main antagonist. Marcus mutates into a giant leech-like creature that can withstand almost all attacks from the player. The two manage to defeat the creature, by exposing it to sunlight, and then killing it with a single bullet. After their last victory, Chambers and Coen part ways, with Chambers promising to tell her officials that Coen was slain by creatures in the forest.

Almost five years after Resident Evil 0’s release, Famitsu, a Japanese video game magazine, revealed a picture of him in an article pertaining to the upcoming Resident Evil: Umbrella Chronicles.[1]

Coen's wardrobe consists of a pair of blue jeans, a navy blue undershirt, and boots. He has a tattoo on his right arm which reads "Mother Love". Coen's alternate outfit consists of a tuxedo and sunglasses.
