Queen Breha Antilles-Organa (49 BBY - 0 ABY) is a fictional character of the Star Wars universe, created specifically for Star Wars Episode III: Revenge of the Sith. She is portrayed in the film by Rebecca Jackson Mendoza.
Queen Breha Organa was the ruler of Alderaan, daughter of Bail Antilles, wife to Viceroy Bail Organa, and sister to Raymus Antilles in Revenge of the Sith. At the end of the film, Bail Organa brings the infant Leia Skywalker home to Alderaan, where she legally becomes their daughter and is given the surname Organa. She and Bail always talked about adopting a little girl. The Organas had tried many times to have children of their own but their attempts always ended in miscarraiges. Bail (and possibly Breha -- see below) Organa died when the Death Star destroyed Alderaan in A New Hope. Leia was 20 years old at this time; it is unknown how long she reigned as Queen.
In Return of the Jedi, Luke Skywalker asks Leia Organa if she remembers her mother. Leia replies that her memories are only vague and that her mother died when she was very young. It is possible that Leia was not referring to her birth mother, Padmé Amidala, but to Queen Organa herself, as Padmé died in childbirth, as seen in Revenge of the Sith. However, since Luke stressed in Return of the Jedi that he was asking about Leia's real mother, it would mean either that Leia believed that her early remembrances of Queen Organa were of another woman; or that she somehow did retain some memory of her birth; or that the memory is simply false. (This explanation is briefly mentioned as being put forward by the artists in the official Ep. II art book.) The idea that Leia would misidentify her mother in a memory so apparently charged with emotion, seems to conflict with the fact that her intuition draws on a strong connection with the Force. It is also conceivable that Leia's memory was formed and preserved through the Force, perhaps based on the same kind of emotional bond which Revenge of the Sith suggests that her parents had. It is also possible that this issue is merely an anachronism in the Star Wars movies.
In the Expanded Universe, Leia was noted as being Minister of Education of Alderaan as well.
