The Chief Minister of Montserrat is the head of government of Montserrat, an island in the Caribbean which is currently an overseas territory of the United Kingdom. As a result, the head of state of Montserrat is not the Chief Minister, but Queen Elizabeth II, who is the head of state of the United Kingdom. (Queen Elizabeth II is represented by the Governor of Montserrat.) The current Chief Minister of Montserrat is Lowell Lewis of the Montserrat Democratic Party. The chief minister is appointed by the governor from among the members of the Legislative Council. His cabinet, the Executive Council, is appointed by the governor from among the elected members of the Legislative Council and consists also of the Executive Council of the governor, the attorney general, and the finance secretary.

Lewis was supported by members of the Legislative Council of Montserrat from the New People's Liberation Party and an independent, after the New People's Liberation Party lost its previous majority in the Legislative Council in the 2006 election.
