William Chip Banks (born September 18, 1959 in Lawton, Oklahoma) is a former professional American football linebacker.

Banks was the winner of the NFL Rookie of the Year Award and 4-Time AFC Pro Bowler (1982-83 & 1985-86) with the Cleveland Browns. Banks also played with the San Diego Chargers and Indianapolis Colts before retiring in 1992.

He is a 1981 All-America graduate of USC.
