Clare Butcher was a fictional character in the popular BBC soap opera EastEnders. She was played by Caroline O'Neill in 1989, and then by Lucy Foxall in 2002.

Clare is the daughter of Frank Butcher. She lives in Manchester and was only seen twice in Walford, in 1989 and 2002. She is married and has children but neither her husband or her children have ever been seen.

She first appeared for her father Frank Butcher's wedding to Pat Wicks. and then left soon after.

During the following years in Manchester, she was looking after her younger sister Janine for most of Janine's childhood until Janine came to Walford to live with Frank. After Frank abandoned Janine and left Walford in 1996, Janine started to become hostile towards her step-mother Pat so she was once again sent to Manchester with Clare.

Janine returned to Walford in 1999 and over the years she started going out of control.

Clare returned briefly in 2002 when she discovered that Janine had got into drugs and prostitution. Shocked that Janine had stooped so low, Clare left again only a few days later, abandoning Janine.
