Combined Fleet was the ocean-going branch of the Imperial Japanese Navy, which was ruled under General Staff of the Imperial Japanese Navy (e.g. Osami Nagano). Isoroku Yamamoto was the commander of the Combined Fleet before he was killed.

The term Combined Fleet (聯合艦隊, or Rengo Kantai) referred to Japanese Navy's main ocean-going component, analogous to the German High Seas Fleet. Until 1930s, the Combined Fleet was not a permanent organization, but was temporarily created when necessary--either during wartime or during fleet maneuvers. It became a permanent organization that included most of Japanese warships during 1930s--only the base units, Special Naval Landing Forces, and the China Expeditionary Fleet lay outside the Combined Fleet.
