Yemen is divided into 21 governorates (muhafazah):

  2. 'Adan
  3. Ad Dali'
  4. Al Bayda'
  5. Al Hudaydah
  6. Al Jawf
  7. Al Mahrah
  8. Al Mahwit
  9. 'Amran
  10. Dhamar
  11. Hadramaut
  12. Hajjah
  13. Ibb
  14. Lahij
  15. Ma'rib
  16. Sa'dah
  17. Sana'a
  18. Shabwah
  19. Ta'izz

As of January 2004, the Yemeni government added two more governorates:

The governorates are subdivided into 333 districts, which are subdivided into 2,210 sub-districts, and then into 38,284 villages (as of 2001).
