Heffer Wolfe is a popular character on Rocko's Modern Life. Best friend of Rocko James Wallabee, Heffer has a running gag of facts about steers and cows. While steers and cows have four stomachs, it is said that Heffer has about nine because of eating a lot. He may have binge eating disorder, an allusion to the creator's early teen years, as he suffered from binge eating.

Strangely, Heffer was raised by wolves, as seen by his last name, who originally were going to eat him by making him fat. They decided to raise him, not letting him know that he was adopted until Rocko accidentally spilled the beans when he was invited over for dinner. The mark which Heffer believed to be a "birthmark" on his butt is actually the plotting lines showing where the wolves were going to divide him up.

Besides eating a lot, Heffer being called a cow is another running gag. Most characters would call him a "cow", then either his father or himself would correct them by calling Heffer a steer; although a steer is a castrated bull. It makes one wonder if Heffer really is a steer. Heffer's name is taken from the word "heifer".

Seemingly jobless, Heffer has had very many jobs. Many people think Heffer has the job record with six, but actually, Filburt has the record with ten. Heffer has had jobs such as being a tree farmer, a greenkeeper at a golf course, a mail carrier, security guard, waiter at a café, and a cashier.

He can drive too but unlike Rocko he dosn't wear a seatbelt.

Despite his size, he can be very nimble at times, most noteably when he is roller-skating. At the local skating rink, he is very well known, and he even performs his own skating routine at the request of the patrons (Wallaby on Wheels).

Suicidal Tendencies frontman Mike Muir's singing voice has been compared to Heffer's voice.
