Ichizo Kobayashi

Ichizo Kobayashi was a Japanese industrialist and Minister of Commerce and Industry. He was beliver of right doctrines amongst as representative of local Capitalists in Government. He founded Hankyu Railway in 1907. Later Kobayashi was president of counsil in Tokyo Gasu Denky amongst during Konoye Cabinet was appointed to charge of Commerce and Industries Ministry in that period.
He enter to membeship of Taisei Yokusankai Group,amongst Shozo Murata and Akira Kazami. Ichizo Kobayashi was commissioned by Foreign Affairs Office, for leading a diplomatic mission to Dutch East Indies in 1940 for negotiated one new agreement respect at Dutch Oil supplies to Japan before at conflict.
During September 12th 1940, one numerous Japanese delegation of 24 men, led by their Minister of Commerce and Industry, in Konoye Period,Ichizo Kobayashi, arrived in Batavia for "renegotiate" political and economic relations between Japan and the Dutch East Indies. Among theirs were also six high-ranking military officers, one of them was Rear-Admiral Tadashi Maeda. The Dutch Embassy in Japan did not actively coordinate in such negotiations, although the Dutch Ambassador in Tokyo, J.C. Pabst, received the first list of Japanese economic demands already in June 1940.
Later, however, decided that all further negotiations were to be conducted via Dutch colonial administration in Batavia,and received support of the Japanese Consulate General in Batavia, led by Consul-Generals Matatoshi Saito (before 1941) and later by Yutaka Ishizawa.
Their first demand was an ampled of petrol exports to Japan from the existing 570.000 tons in 1939 to 3.750.000 tons, about 50% of total Dutch East Indies production. The Dutch answer was that existing obligations would only permited an increase to about 1.800.000 tons. Kobayashi initially accepted this proposal but was soon recalled to Japan on October 20th, 1940.
Such mission was followed by next diplomatic commission led by Kenkishi Yoshizawa with pourpose of reafirmed the agreements obtained for previous group also.
