The episode begins in the Sages' conference room, where they discuss the reappearance of Norb. Kuzemi and Braya express their doubts with letting Dewey Novak have so much free reign. In Capitol Hill, a handcuffed Norb enters the Sages' audience hall to find Dewey Novak there.

In the Gekko lounge, Hap informs the crew that Norb has been arrested. Talho and Hap say that if they do not retrieve him quickly, the capital—possibly even the planet—may be destroyed by his power. Because it would take too long to reach the capital riding the Ley Line, they decide on a flight path outside the atmosphere. Holland orders Moondoggie to secure the items in the "Bon Marché" shop in Renton's place so he can talk to him and Eureka about Norb. Moondoggie, for his part, verbally takes his frustration out on Gidget and the children.

Holland talks to Renton and Eureka about his first meeting with Norb in Ciudades del Cielo, and his past with Eureka. He first met Eureka when he was with the SOF, and at the time, did not care about her other than the fact that she was the only one who could control the most powerful LFO in the world, and the fact that her combat ability was extraordinary. Their last mission would be del Cielo, where they were ordered to eliminate the resistance capability of the followers of Vodarek, and to capture Norb, the most prominent leader of the Vodarek.

In the flashback scene, Norb is able to interfere with the compac drive in Holland's LFO with a wave of his hand. Norb proceeds to tell Holland about the existence of humanoid Coralians (namely Sakuya and Eureka), which contradicts the military's stance that Coralians were monsters bent on humanity's destruction. Norb explains that Eureka will seek to know people, and thus awaken to self-awareness. He warns Holland that Dewey is out to destroy the world through the Second Summer of Love. In order to validate his message, he triggers a tectonic shift and destroys the del Cielo tower using trapar. He points out Eureka, aboard the Nirvash with Maurice, Maeter, and Linck, telling Holland to find her partner: the one person who can make her smile from her heart.

The scene returns to the lounge near the Gekko bridge, where Holland tells them the birth of ray=out which began with the dissemination of censored information regarding Coralians. He points out Renton as Eureka's partner that Norb indicated.

The Gekko launches into low orbit in a scene similar to "Higher Than the Sun". As the Gekko approaches Capitol Hill, Hap briefs the crew on the mission. After entering the military complex, they will make contact with an informant in the military intelligence. The problem, says Holland, is that Talho, their pilot, is the only one the informant would recognize. Moondoggie offers to pilot the ship in her place, producing a license. Despite Ken-Goh's initial misgivings, the crew in general supports Moondoggie's request.

In his office, Dewey defends his actions to Norb, firmly believing that Coralians cannot possibly coexist with humans in harmony.

Talho visits Holland in his quarters, telling him that she is pregnant with their child. They promise one another that they will survive to see Renton and Eureka cross the Great Wall.

In a garden with models of buildings and monuments, Norb reveals the true reason he came to Capitol Hill: to show the UF government the source of his power. Undressing from the waist up, he reveals a compac drive embedded in his chest. Although he is momentarily surprised, Dewey is not impressed.

Presumably due to maternity leave, Talho is replaced for the remainder of the series as the Gekko pilot by Moondoggie.

  • Renton does his final monologuing in this episode.
