The alien Fog Mother's oldest three children abduct various people, in order to feed them to the FogMother's newly hatched offspring. When they took Kana, environmentalist reporter Kouji Segawa was killed. However, he was resurrected as Kamen Rider J in order to defend planet Earth against the Fog Mother and her children, who sought to destroy it.

  • Kouja Segawa: An environmentalist reporter who was killed by the Fog Mother's child Agito when they took Kana. He is revived as Kamen Rider J to defend the planet from the Fog Mother and her children.
  • Kana: Kouja's young friend who was captured by Fog Mother's children so she can be sacrificed.
  • Beri: A large grasshopper who serves as Kamen Rider J's guide.

  • Fog Mother: The Fog Mother is an alien parasite in a gold cybernetic battle machine who sent her three oldest children to gather as many humans they can for their "to-be-born" siblings to feed on. Her machine can shoot bullets from the gatling guns on her body, shoot a laser from it's right eye, emit circular-like sawblades from it's left eye, lower it's pincers on her machine to grab, and emit insect-like legs from the torso to attack. 75,000,000 Years Ago, her hatchlings were responsible for causing the dinosaurs to become extinct when they ate them. She can feel pain if her machine is attacked. After her children were slain, she found the enlarged Kamen Rider-J. He impaled the Fog Mother with his fist to pull out Kana. Kamen Rider J got free from her clutches and broke her pincers and insect-like legs. She was finally killed when Kamen Rider J used a mega-sized Rider Kick. As a last effort to destroy Kamen Rider J, she used her true inner form to grab him to take with her to destruction, but he got free and escaped as the machine exploded.
  • Garai: The oldest of the Fog Mother's children. His true form is CobraMan: an armored cobra-like monster who wields a laser saber, a constricting whip, and can use a ball that can turn into a claw. He took on Kamen Rider J when Zu was killed. He stood his ground and knocked out Berry before shedding his human form. He was even strong in this form when Kamen Rider J impaled a sharp object in him. Garai used his ball attack on him. When Kamen Rider J got free from it, he used the Rider Kick to destroy Garai.
  • Zu: Her true form is Bee-Woman: a colorful female insect monster with ability to fly with the wings on her head and shoot needles from her hands. She took on Kamen Rider J after Agito's death by appearing in her human form to trap Kouja and drop him from the skies after shedding her human form. She shot Kamen Rider J in the arm with one of her needle attacks. She died upon collision with the Fog Mother's ship and begged Garai into avenging her.
  • Agito: His true form is Lizardman: an alligator monster with poisonous fangs and a constricting tail. He was the one who killed Kouja. When encountered the second time by Kouja, he shedded his human form and attacked Kouja and being the first one to encounter Kouja in his Kamen Rider J form. When climbing a cliff during battle, Kamen Rider J killed him by impaling his fist into his left eye causing him to fall. He had no relation with Kamen Rider Agito.

  • The "J" in his name had several meanings. "Jumbo" for his "Jumbo Formation" (growing ability), Ishinomori stated it stood for "Judge"; the movie's writer, Uehara Shozo, written it to stand for "Jupiter" as in the Roman name for Zeus, "Jiku" the Earth Spirit; because the name couldn't be agreed upon, it was kept "J" due to its various meanings.
  • As seen in the finale of the movie, and also in the Kamen Rider World short (in which Kamen Rider ZO and Kamen Rider J team up), J is the only Kamen Rider who is able to grow to a giant size, very much like Ultraman.
  • A concept drawing of the Fog Mother can be seen in one of the opening scenes of 1995's Mechanical Violator Hakaider as a wanted poster inside a JesusTown checkpoint.
  • Some footage was used in some episodes of Masked Rider in the episode, "Saturday Morning Invasion".
