Note.

Prior to 1897, the Northwest Territories' head of government was called Chairman of the Executive Committee. Prior to 1886 the territory was run by the Northwest Territories' lieutenant governor and prior to that, by Manitoba's lieutenant governor.

The first full election happened in 1888 when there was sufficient population to hold a general election. Prior to that in order to set up an electoral district an area of 1000 square miles needed 1000 people. Once that quota was reached a by-election would be held to elect a member to replace an appointed one.

From 1905 to 1980, the head of government of the Northwest Territories was a commissioner appointed by the prime minister. Since 1980, this position is now similar to that of a lieutenant governor. As such, this table lists only those commissioners who held governing power in the territory.

* John Parker continued as Commissioner, but was no longer Government Leader.

** Prior to 1994 the position was officially known as Government Leader though the territory has retroactively applied the title of Premier.
