After the Lunar Controller boldly declares the Moon’s independence from Earth in its fight against the Mysterons, Captain Scarlet, Captain Blue and Lieutenant Green are dispatched to Lunarville 7 to investigate reports of an unidentified complex being built on the far side of the Moon. Following a shocking discovery, can they warn Earth that the Mysterons have already taken the first step in a conquest of the Moon before it is too late?

Spoiler warning: Plot and/or ending details follow.

In the control room of lunar colony Lunarville 7, the Lunar Controller transmits to Earth, declaring the Moon’s independence in humanity’s war of nerves against the Mysterons and claiming that he has managed to contact the aliens in order to negotiate a peace settlement. Asking his personal aide, Orson, for his verdict on the quality of the transmission, he is advised to consult SID (Speech Intelligence Decoder - an AI-equipped computer capable of simulated speech), who assures the Controller of success. Meanwhile, the Mysterons warn Spectrum that, although they have no argument with the Moon, they will continue their war of nerves against the Earth.

The Controller’s broadcast comes as a surprise to Cloudbase’s personnel. While Captain Scarlet questions the legality of his declaration of independence, Colonel White is intrigued by the claim that he has communicated with the Mysterons. Deciding that Lunarville 7 must be investigated further, the Colonel dispatches Captain Scarlet, Captain Blue and Lieutenant Green to the Moon by rocket. During the journey, White calls Scarlet to give a final briefing before the Lunar Controller prohibits the use of personal radios: reports of an unauthorised complex being built in the Humboldt Sea on the far side of the Moon must be explored.

While awaiting the arrival of the Spectrum officers, Orson sinisterly asks the Lunar Controller if their first visit to the Moon will also be their last. Having docked their capsule with the lunar colony, Scarlet, Blue and Green are presented with strange recognition discs and led to the Controller by Orson. Fulfilling the ostensible purpose of their visit, Scarlet hands over a letter from the World President, which the Controller promises to study. The men are also introduced to SID, who identifies humans through the recognition discs, but are alarmed by the Controller’s angry retort when Green claims that the Moon will never be truly independent of Earth. Scarlet requests that they be taken out for a trip on the lunar surface. Orson makes arrangements with SID and leads them to a Moonmobile, a hopping and gliding vehicle which leaves the ground on retractable struts. During the excursion they pass Lunarville 4, but at Scarlet’s suggestion that they travel to the Humboldt Sea, Orson hastily insists on returning to Lunarville 7, reminding them of the time.

Once inside their night accommodation, Scarlet quickly orders Blue and Green to delay their queries on Orson’s behaviour while he searches for concealed microphones. Orson, equipped with a headset in the control room, is startled when Scarlet yells into a device and rips it out. However, the Controller arrives to inform him that he has programmed SID to accept only his authorisation and reassures him that the men are trapped on the Moon.

During the night, Captain Scarlet enters the control room to request a Moonmobile from SID, but is told that he does not have the authority with his recognition disc. Furthermore, SID announces that the Controller has declared a state of emergency and commanded the evacuation of all personnel from Lunarville 7. Scarlet then goes to wake Captain Blue, who begins to suspect that the Controller is a Mysteron agent. Ordering Blue to wake Lieutenant Green and then head to Airlock 3, Scarlet makes his way to the Controller’s quarters.

Later, having mysteriously acquired a Moonmobile, the men set off for the Humboldt Sea 200 miles away. Their efforts to find a complex seem fruitless until Green spots an eerie light on the horizon. Stopping on the lip of an unnamed crater, they discover a bizarre city under construction from unmanned vehicles. Realising that the Mysterons are building a second complex on the Moon, Scarlet, Blue and Green immediately head back to Lunarville 7.

Meanwhile, the Controller and Orson have woken to find the Spectrum officers missing. As their Moonmobile docks with the colony, the Controller warns that their findings must not reach Earth, but Scarlet enters and places the Mysteron agent under arrest on the orders of the World President. While his enemy remains defiant, Scarlet successfully asks SID to prepare a lunar rocket for the return to Earth, and reveals that he replaced his recognition disc with that of the Controller inside his quarters. Blue knocks out Orson as he moves to attack and the three men depart, while the insane Controller threatens SID with a gun. When the computer refuses to accept his order to seal the exits, the Controller opens fire and SID explodes in his face. Scarlet, Blue and Green lift off in the rocket just before the entire complex is destroyed. When the men have returned to Cloudbase, Colonel White reads out a letter of thanks from the World President for their hard work.

  • The Lunar Controller erroneously states that humankind's first landing on the Moon was in the 1970s. (This may be a contemporary prediction - Captain Scarlet was broadcast before the Apollo 11 landing in 1969.)
