Emergency Management Information System

Emergency Management Information System (EMIS) is a computer aided management system for all types of emergencies ranging from earthquakes to cyclones, NBC incidents to refugee movements, etc. Using accuracy and speed of computers for effective management of an emergency can enable us to save and/or rescue many lives in case of an emergency. Four phases of an emergency were Preparedness, Risk Mitigation, Response and Recovery. An EMIS shall enable emergency managers or any emergency stakeholder (affected civilians, police, fireman, Non Government Organizations (NGO), etc.) make their required activities in any phase of an emergency in an easy and speedy way. Some of the functionalities that an EMIS can support are given below:
- For Preparedness:
- An EMIS shall provide the functionality to prepare contingency plans for different types emergencies.
- There shall be checklists that can be easily reached by any related emergency management stakeholders
- Resource management shall be supported (both for personnel and non-personnel resources)
- For Risk Mitigation:
- An EMIS shall provide the functionality to show the possible risk ares and/or risk types. This shall be supported by a geographical information system (GIS).
- For Response:
- Response phase is the most critical phase since the time to decide and act shall be very short.
- Executing the contingency plan and tracking the plan items shall be supported by the system
- Just like a command and control system, request, tasks shall be lead and directed by the managers of the emergencies.
- Efficiency of the realizations of the tasks shall be monitored.
- Emergency management shall be supported by a GIS.
- For Recovery:
- Cost calculation of the emergency shall be utilized by the EMIS
- Various kind of reports (supported by tables, graphs, etc.) shall be provided
How good an EMIS can be with its own functionalities, it will always have to interact with many other early alert systems, communicate with many legacy systems. Therefore, it shall be provide strong integration facilities.
