Miles Papazian is a fictional character played by Stephen Spinella in the television series 24. Papazian works for the Department of Homeland Security during the events of Day 5 and is called in after a nerve gas attack on CTU.

Spoiler warning: Plot and/or ending details follow.

Miles is a bureaucrat sent by Homeland Security to smoothly transition new workers to replace the remaining staff members at CTU following a terrorist attack. Working with Karen Hayes, the two are quickly able to usurp control of CTU from Bill Buchanan.

Miles is not afraid to play dirty in order to succeed. He forces Audrey Raines to sign a statement blaming Buchanan for CTU's failures that day in exchange for retaining Chloe O'Brian. When President Charles Logan issues an order to arrest Jack Bauer, Miles believes that Audrey will lead them to him and places a tracer on her car. Later, he uses Shari Rothenberg to trick Chloe into making a call to Jack Bauer which they are able to successfully trace.

Unlike his counterpart Hayes, Miles follows orders without question, regardless of whether an order is suspicious or completely illogical. While Hayes is immediately suspicious of the President's possible reasons for arresting Bauer, Miles unquestioningly follows his orders.

After Chloe steals Miles' CTU identification card and escapes from CTU detention, Miles is able to track her to Buchanan's house. Hayes' suspicions, meanwhile, are confirmed by Shari Rothenberg, who reveals that Chloe told her President Logan is behind the day's events. Hayes then calls Buchanan to warn that Miles has sent a squad to his home to arrest Chloe.

Hayes arranges for Buchanan to be brought back to CTU by the squad team and proceeds to isolate Miles from the effort to aid Jack recover an audio tape implicating President Logan in Former President David Palmer's murder. Miles confronts Hayes and demands to know what she is hiding. She reveals that Jack is on his way to CTU with the tape in hand. Later, Miles places a covert call to President Logan alerting him that he will intervene before the tape is played to the United States Attorney General, which ultimately saves Logan's life, as the President was preparing to commit suicide at the moment of Papazian's call.

Miles walks in and talks to Chloe as she prepares to broadcast the recording for the Attorney General. Unbeknownst to Chloe, Miles holds a small device in his hand and holds it near the digital recording rendering it useless.

It should be noted that Miles' actions on behalf of Charles Logan, despite his knowledge of what the recording might contain, significantly expand upon this character from a simple bureaucratic stickler to an active participant in Logan's scheme (for which Miles expects career-based rewards). Papazian is therefore now an accessory to most of the illegal actions taken by the main conspirators during this day of 24.

Eventually, CTU discovered that Miles was behind the deletion of the recording. He was choked by Jack Bauer, and then slapped by his former ally Karen Hayes. He then presumably leaves CTU to be transferred to his new job at the White House.

With the arrest of President Charles Logan at the end of the day, his fate and career are unknown.
