Ninpuu Sentai Hurricaneger (忍風戦隊ハリケンジャー Ninpū Sentai Harikenjā?), translated into English as Stealth Wind Squadron Hurricaneger or Ninja Arts Squadron Hurricaneger, was Toei Company Limited's twenty-sixth production of the Super Sentai television series. Its footage was used in the American series Power Rangers: Ninja Storm.

In the Hayate's Way Ninja Academy, three of its pupils aren't exactly fitting in. But because their sensei believes them to have potential, he regularly spends the morning personally subjecting them to rigorous training. While the other students are having their graduation ceremony, a group of evil space ninja known as the Jakanja infiltrated the school, killing most of the students. The school's sensei, Mugensai, turned himself into a hamster to evade his pursuers. The trio was then taken to a secret base to become the legendary Hurricanegers to fight Jakanja. But they also had to deal with the two ninja brothers of the Ikazuchi's Way Ninja Academy for a while due to their individual schools rivalries, but they were able to set their rivalry aside and joined forces.

Yousuke Shiina (椎名 鷹介 Shīna Yōsuke?) / Air Ninja Hurricane Red (空忍ハリケンレッド Soranin Harikenreddo?): The leader of the team, though a bit dim-witted, Yousuke's courage and determination make up for his slow-thinking. He works at a window cleaning service. He eventually meets up with Ichiro Taishu, a fellow student in the Air Ninja class who dropped out after seeing that it wasn't his place to be a ninja and attempted to have Yousuke quit too. But after seeing Yosuke in action, Taishu accepts it and wishes his friend good luck. Yousuke later almost got himself killed to provide the vaccine for Ikkou.
- Hurricane Weapon: Dry Gun, Hurricane Red's personal weapon. It resembles a hair dryer, and can shoot flames.

Nanami Nono (野乃 七海 Nono Nanami?) / Water Ninja Hurricane Blue (水忍ハリケンブルー Mizunin Harikenburū?): The only female on the team, she dreams to become a popstar. She has a semi-crazed manager who books her for everything, but when emergencies occur Nanami has to take off. While cute, the others try to stay on her good side since the incident where she befriended Furabijou, who took adventage of her. It is later shown she has developed feelings for Ishuu Kasumi and likewise. She appeared in "GoGo Sentai Boukenger vs. Super Sentai" when Eiji came to her rehearsal to enlist her help and then later on she, Asuka, Tetsu and Tsubasa come to his aid. She transferred her "Friendship Spirit" power to AkaRed to power DaiVoyager.
- Hurricane Weapon: Sonic Megaphone, Hurricane Blue's personal weapon. It resembles a megaphone, and can fire sound based waves.

Kouta Bitou (尾藤 吼太 Bitō Kōta?) / Land Ninja Hurricane Yellow (陸忍ハリケンイエロー Okanin Hariken'ierō?): The other male of the team, he's a firm believer in planning. Because of his friendly nature, Kouta works at a daycare center. He has a younger sister called Meiko whom he cared for when their parents died in a car accident and they ended up in an orphanage. He also have a grandmother named Ayame Bitou, who died when Kouta was four but remained by him in spirit. But thanks to a unintended part in Jakanja's plan, she was resurrected as a teenager and aided her grandson before fading back to the afterlife.

Lightning Speed Gouraiger (電光石火ゴウライジャー Denkōsekka Gōraijā?) were originally the enemies of the Hurricaneger, joining Jakanja despite the fact they had wiped out Ikazuchi's Way Ninja Academy as well, leaving the Kasumi Brothers as the only survivors. The brothers obtained the forbidden Gouraiger system by their father, Ikki, a rouge ninja who abused them and went against Ikazuchi's wishes to obtain "it" after learning of it during his mission in Egypt, Ikki learned of the "Final Secret" at the time of a meteor shower. He when against his school's wishes by restoring the Gouraiger system and use his sons to achieve his plan: By having them kill each other to evoke "it". Though they eventually allied themselves with the Hurricanegers, the Kasumi brothers were unable to completely forsake their father's cruel teachings and thus had a jaded view on life. The two got jobs as construction workers.

Ikkou Kasumi (霞 一甲 Kasumi Ikkō?) / Horned Ninja KabutoRaiger (角忍カブトライジャー Tsunonin Kabutoraijā?): The older brother, called the "Horned Ninja". His original goal was to raise Ikazuchi as the greatest Space Ninja school, using "it". Learning of the method his father intended, Ikkou when far to ingest the Girigiri gas to go insane so Isshuu could kill him. But Ikkou eventually regains his sanity and refuses to obtain "it" like that. He develops a friendly rivalry with Yousuke later in the series, as well as gain a mortal enemy in Manmaruba, who implanted a Space Scorpion egg in the man's body for using him to get into Jakanja's ranks. He attempted to have the egg removed from his body with Ramon's aid in secret, even from Isshu. However, Ramon could only hinder the hatching until Manmaruba's Mind Wave made it beyond Ramon's skills. Though told a cure may be found in Tibet, Ikkou refuses leave and it nearly killed him as a result if it wasn't for Yousuke nearly killing himself to provide a antidote. Ikkou would later kill Manmaruba soon after the Fangeros crisis.
- Gourai Weapon: Horn Breaker, KabutoRaiger's personal weapon. Is used as a gun based weapon.

Isshuu Kasumi (霞 一鍬 Kasumi Isshū?) / Fanged Ninja KuwagaRaiger (牙忍クワガライジャー Kibanin Kuwagaraijā?): The younger Brother, called the "Fanged Ninja". He originally resented Ikazuchi for staying in the shadows during 500 years, idolizing his brother and respecting most of his decisions. Later shown to have feelings for Nanami Nono.
- Gourai Weapon: Stag Breaker, KugawaRaiger's personal weapon. This pincer weapon can be used to snare opponents and the zap them with electrical energy. It can also be attached to the staff and serve as a blade.
- "I am Ninja of Ninja! The green light bullet! Heavenly Ninja Shurikenger! (Fire Mode!)
Heavenly Ninja Shurikenger (天空忍者シュリケンジャー Tenkū Ninja Shurikenjā?): The Ninja of 20 Faces and representative of the Space Union Ninja School. He was formerly known as Asuka Kagura, another student of Hayate's Way, but he mysteriously vanished. It would turn out he encountered Gozen, whom he devoted himself to as her personal fighter at the cost of his humanity, forced to remain in his costumed form permanently. A somewhat comical figure, Shurikenger often used broken English phrases, including the famous "I am Ninja of Ninja!", and also often poorly mixed both Japanese and English into his sentences. At first he would often disguise himself as a 'regular' person (even the other ninja wouldn't know who), however he would revert to his true form with the Shuriken Ball device when confronted by Jakanja. Has the ability to transform into Shurikenger Fire Mode ( Shurikenjā Faiyā Mōdo?), a quicker and deeper voiced version of himself, when top of his helmet is rotated as he removes his main chest armor, which is a weight-inhibitor and once removed from his body, Shurikenger's strength and speed increase. Shurikenger apparently died in the finale when he destroyed Tenkuujin in a kamikaze attack to kill Satorakura, however he survived and aided the Abaranger and Hurricaneger/Gouraiger teams in their special, stating he's wherever he is needed.
- Shuriken Weapon: Shuriken's Bat, Shurikenger's personal weapon. Other than being used as a sword, it can also be used as a baseball bat, and once it was used as a microphone. The Bat's special attack is where Shurikenger can hit a hoard of baseballs at his opponent. The Bat can also be placed into Tenkuujin to use as a control stick.
- Whether intended or not, Shurikenger's "master of disguise" trait is reminiscent of Soukichi Banba (of J.A.K.Q. Dengekitai, played by Hiroshi Miyauchi), who also regularly disguised himself (one example of Banba's trait is when he disguised himself as a fisherman in J.A.K.Q. vs. GoRanger and showed up just when all hope of victory for justice seemed lost).
- The actors who play Shurikenger's (10) human forms all played sentai members at one point. This might be related to GaoRanger vs. Super Sentai, in which five former sentai members are brought back for the big screen.
- Shurikenger's disguises include the previous actors for: MegaRed, MegaBlue, Red Racer, Blue Racer, FiveRed, TimeYellow, GoRed, ShishiRanger, OhRed and Battle Kenya/DenjiBlue. In addition, he also disguised himself as Yousuke once, Ikkou once, and Kouta twice. Ayame, Kouta's grandmother brought back to life, was mistaken for Shurikenger, as was Wendinu in a human disguise by the boys (Nanami caught on right away).
- Before Shurikenger disguises himself as Detective Sasuke (Kunihiko Oshiba, also Date Kenta/MegaRed in Denji Sentai Megaranger), the real Sasuke hands out his business card. At the bottom, "Zubatto kaiketsu shimasu" (his business motto?) can be clearly seen. This is a direct nod to Kaiketsu Zubat, being part of the titular character's introduction phrase.
- Sensei Mugensai Hinata: Ninja master of Hayate's Way Ninja Acdemy, master of animal-change Ninpou. He turned himself into a hamster to evade his pursers, but he forgot the words that that would restore him to normal. But he can fight despite his form. Briefly returned to human form in the movie by means of a kiss from Princess Laiina, but was forced back to a hamster when she left. Eventually he returned to his human form in the finale.
- Oboro Hinata: Mugansai's daughter, she provides the team's arsenal and is their sempai due her being in class 487. She also invented the robot ninjas that wipeout the memories of civilians who seen the Hurricanegers or those who left Hayate's Way, to ensure the public is unaware of the school's existence. Was shown working with Shurikenger to create "that flying thing", aka the Tri-Condor.
- Princess Laiina (Movie): From planet Astrom, she and her royal family was known for having the gift of regeneration, like briefly restoring Mugensai to human form, thus why she was sought by Jakanja for the "Soul-Eating Ceremony", turning her into an elxir that bestows immortality to whoever drinks it. After being saved by the Hurricanegers from the Saruninjas, Laiina wants Yuusuke as her bodyguard, but his intolerance toward her spoiled nature drives her away. She ends up being captured by the Saruninjas, but was saved by the ninjas. By then, Yuusuke understood Laiina through Knuckle, offering to be her friend. To return the offer of friendship, Laiina lets them borrow her Tri-Condor to Tenrai Senpuujin and defeat Ashurasaru. She soon takes Tricondor to return to her planet with a sense of new-found courage.
- Knuckle: Laiina's servant, a small karakuri robot that usually is a wrist charm until he is activated.
- Ramon Yuusaku (28): A former teacher from the Thunder Ninja School. He aided Ikkou in stopping the hatching until Manmaruba ensured it.
- Hyakujuu Sentai Gaoranger: The warriors chosen by the Power Animals to fight the Orgs. Though they returned to a normal life, they and Tetomu were kidnapped by Space Ninja Chubouzu, taking their G-Phones while leaving them for Tsue-Tsue and Yaibaiba to have revenge on. Giving the G-Phones to Jakanja, Manmaruba, Sargain, Furabiijo, Satorakura, and Windenu assume the forms of the Gaorangers, using a masking device to make them look/sound exactly like the Gaorangers in human form. The "Dark Spear Gaorangers" almost defeat the ninja in GaoKing. When the real Sae Taiga arrives, withPower Animals leaving. While the Goraigers and Shurikenger fend the fake rangers off, the Hurricanegers fight Chubouzu and free the real Gaorangers. But the fight go into the villians' favor until Shirogane arrives and returns the G-Phones to the proper owners. After a major battle, Chubouzu grows and brings back a few Jakanja Chunin. When Chubouzu uses a team attack with the other monsters, GaoKing, Tenkuujin, and GaoHunter are badly damaged, with Gourai Senpuujin losing one of its arms. GaoRed gets an idea from GaoLion to combine GaoTiger, GaoShark, and GaoElephant with Gourai Sempuujin to create Gourai Sempuujin Sword & Shield. Then Tenkuujin combines into Gourai Senpuujin after the Power Animals separate and finish Chubouzu with a team powered attack.
- Kakura / Lady Gozen: A 500-year old young-seeming woman whom Shurikenger protects. She's the reason both Ninja schools have similar Karakuri systems. She is the keeper of the mysterious SpearStone, which is in her forehead. The power of the SpearStone is the reason why Gozen's life has been prolonged, as it sustains her life. Gozen was later killed by Sandaaru, when he extracted the SpearStone from Gozen's body.
- Bakuryuu Sentai Abaranger: The Abarangers came upon the Hurricanegers when they first found Yousuke fighting Wendinu and Furabiijo, who had been at DinoEarth since "their defeat" by the Hurricanegers with the prison of JaniIga in their possession. Though everyone was awkward in getting along, the Hurricanegers and Abarangers eventually teamed up to fight JaniIga and the Evoliens.
- Shinobi Medals: The Hurricaneger, Gouraiger, as well as Shurikenger each possess their own personal Shinobi Medal. Their standard uses for both the Hurricaneger and Gouraiger are not only to be able to active their changers, but also for both teams to be able to combine their mecha.
- Hurricane Gyro: The Changer devices for the Hurricaneger. Are capable of shooting out little disk-like Shuriken called Gyro Shuriken. The transformation call is "Ninpou, Shinobi Change!"
- Keitaininto Hayatemaru: Standard sword-based weapons of the Hurricaneger. Can not only be charged-up for an energized slash, but it can also be used as a gun as well.
- Gourai Changer: The Changer devices for the Gouraiger. Ikkou and Isshu's personal Gourai Changer is shaped as their personal insect. The transformation call is "Jirai Shinobi Change!"
- Ikazuchimaru: Standard weapon for the Gouraiger. Other than its standard staff appearance, it can also be used as the Juujino Kata (a large cross-shaped throwing weapon), or the Engetsu no Kata (a ring based weapon that is used as a shield for defense). Once Isshuu was able to connect his Stag Breaker to the end of his Ikazuchimaru to use for a special attack.
- Victory Gadget: Combination of the Triple (in the Quake Gadget formation) and Double Gadgets. The most powerful team based attack of the Hurricaneger and Gouraiger.
- Triple Gadget: Combination of the Hurricaneger's personal weapons can be used in three different functions. Dry Gadget is where the Dry Gun is in front and it can fire an energy based attack. Sonic Gadget is with the Sonic Megaphone in front, where it can fire intense high pitched waves. Quake Gadget is with the Quake Hammer in front, where it can summon a 100 ton weight to use on its opponent.
- Double Gadget: Combination of the Gouraiger's personal weapons.
- Shurikenball: Shurikenger's personal changer where he can use it to impersonate other people. His Shinobi Medal is located inside the ball. To change into his true form, Shurikenger shouts "Tenkuu, Shinobi Change!" Can be placed in Tenkuujin's controls to access its transformation sequence. Shurikenger gave the Shurikenball to Yousuke just before he died.
- Ninjamisen: This shamisen-like instrument is primarily used to summon and control Revolver Mammoth, by using a Shinobi Medal to play it. Originally Shurikenger could use it, but later in one of his disguises, he was able to teach the Hurricanegers and Gouraigers to learn how to control Revolver Mammoth as well. Also with the Shuriken's Bat, Keitainincho Hayatemaru, or Ikazuchimaru, it can be used as a gun based weapon. Attacks are Shuriken Trick, Red Sonic, Yellow Sonic, Blue Sonic, Kabuto Sonic and Kuwaga Sonic.
- Kiraimaru: Used only in Episode 38. KuwagaRaiger located his father's Ikazuchimaru, the Kiraimaru which was hidden in a cave in hopes of gaining more strength as Isshuu at the time had become disillusioned by the Gouraigers alliance with the Hurricaneger. The Kiraimaru is a double-ended naginata which can slice through any object. However its power comes with a price, although the Kiraimaru is supposed to be used to fight enemies, but unknown to Isshuu it was changed by his father Ikki to damage the loved ones of the person who wields it, as Ikki believed that hate would only promote strength. Isshuu found out the hard way during the battle against Gomubiron that using the weapon would only harm Isshuu's teammates. In the following battle Isshuu deliberately snapped the Kiraimaru in half and used part of it to impale Gomubiron. Kirai means, "Hate".
- Wingers: Hang gliders that serve as the Hurricaneger's transportation.
- Red Winger: Hurricane Red's Winger.
- Yellow Winger: Hurricane Yellow's Winger.
- Blue Winger: Hurricane Blue's Winger.
- Bari Thunders: Motorcycles that are used by the Gouraiger for transportation. Once in Episode 37, Kouta and Nanami had to learn to ride the Bari Thunders in order to rescue Ikkou and Isshuu who were trapped in Manmaruba's body after he evolved into his final form.
- Kabuto Bari Thunder: KabutoRaiger's motorcycle.
- Kuwaga Bari Thunder: KuwagaRaiger's motorcycle.
Giant Karakuri created for the last Hurricanegers. Each of the Shinobi Machines come whenever the Hurricaneger, Gouraiger and Shurikenger call out "Shinobi Machines!".
Senpuujin (旋風神 Senpūjin?, lit. Whirlwind God): The Hurricanegers' Karakuri Giant (絡繰巨漢 Karakuri Kyokan?) that they use to battle the enlarged Jakanja monsters. It is formed by the command "Ninpuu Combine" (忍風合体 Ninpū Gattai?). With the command "Senpuujin, hurry up!", it is able to change into a smaller, much faster form called Senpuujin Hurrier (旋風神ハリアー Senpūjin Hariā?) that lasts for 60 seconds. While in this form it has two large twin blades. It was destroyed in the final episode, only to be rebuilt by Wendinu and Furabijo.
- Hurricane Hawk: Hurricane Red's personal mecha. A giant robotic red hawk with ninja fire magic; Forms the head of Senpuujin.
- Hurricane Lion: Hurricane Yellow's personal mecha. A giant robotic yellow lion with ninja earth magic; Forms the majority of the body of Senpuujin: legs, torso, left arm. The left arm forms GouraiSenpuujin's chest.
- Hurricane Dolphin: Hurricane Blue's personal mecha. A giant robotic blue dolphin with ninja water magic (also rarely used); Forms the right arm of Senpuujin or Gourai Senpuujin's right shoulder cannon, and can switch with Tenkuujin to form Tenkuu Senpuujin. Hurricane Dolphin is the only Shinobi Machine left out of the Tenrai Senpuujin formation.
Gouraijin (轟雷神 Gōraijin?, lit. Booming Thunder God): The Gouraigers' Karakuri Giant, formed by the command "Thunderclap Combine" (迅雷合体 Ikazuchi Gattai?). Was destroyed when the Gouraiger sacrificed it (and apparently themselves) to destroy Sandaru so that the Hurricaneger could go on to save the Earth from Jakanja's doomsday event. It was later rebuilt by Wendinu and Furabijo.
- Gourai Beetle: KabutoRaijer's personal mecha. A giant tank-like black & maroon beetle that forms Gouraijin's upper half. Also forms Gourai Senpuujin's feet and left shoulder cannon, and Tenrai Senpuujin's feet.
- Gourai Stag: KugawaRaiger's personal mecha. A giant tank-like black & navy blue stag beetle that forms Gouraijin's lower half and Double Horn Cutter weapon. Also forms arms for Gourai Senpuujin and TenraiSenpuujin.
Gourai Senpuujin (轟雷旋風神 Gōrai Senpūjin?, lit. Booming Thunder Whirlwind God): Combination of Senpuujin and Gouraijin with FūraiMaru, formed by the command "School Transcendence Wind-Thunder Combine" (流派超越風雷合体 Ryūhachōetsu Fūrai Gattai?). Its finisher attack is the Rolling Thunder Hurricane. Once in Hurricaneger vs. Gaoranger, after Chubouzu breaks off Gourai Senpuujin's arms, the Gaoranger are able to combine GaoShark, GaoTiger, & GaoElephant with Gourai Senpuujin by replacing Gourai Stag as the arms to create Gourai Senpuujin Sword & Shield (轟雷旋風神ソードアンドシールド Gōrai Senpūjin Sōdo ando Shīrudo?). It could only be maintained for a short time, because the three Power Animals were too powerful for Gourai Senpuujin. Its components were rebuilt for Abaranger vs. Hurricaneger, but it was destroyed again by KillerOh.
Tenkuujin (天空神 Tenkūjin?, lit. Heavenly God): Shurikenger's personal mecha. Has the ability to transform from helicopter to robot mode with the command "Soaring Transformation" (飛翔変形 Hishō Henkei?) where the cockpit becomes arms (revealing the head), the engines become legs, and one of the rotor blades (the tips of the blades retract) becomes a headdress. With a different command, "Tenkuu Armament" (天空武装 Tenkū Busō?), it can replace Hurricane Dolphin on Senpuujin to form Tenkuu Senpuujin (天空旋風神 Tenkū Senpūjin?, Heavenly Whirlwind God) as the right arm, with Gouraijin to form Tenkuu Gouraijin (天空轟雷神 Tenkū Gōraijin?, Heavenly Booming Thunder God) as back-mounted shoulder cannons, or with Gourai Senpuujin during the "Hurricaneger vs. Gaoranger" special to form Tenkuu Gourai Senpuujin (天空轟雷旋風神 Tenkū Gōrai Senpūjin?, Heavenly Booming Thunder Whirlwind God), joining as the right arm as it does with Senpuujin. Tenkuu Gourai Senpuujin is the only combination to actually utilize all six Shinobi Machines. Shurikenger once brought in two Tenkuujin, duplicates which could combine with the other machines so that they could combine with both Senpuujin and Gouraijin simultaneously and leave a Tenkuujin free to fight on its own. They were piloted by Oboro's slave robots, but were inferior to the Tenkuujin and overheated too easily. In the finale, Tenkuujin was destroyed when Shurikenger seemed to sacrifice himself to kill Satorakura.
Tenrai Senpuujin (天雷旋風神 Tenrai Senpūjin?, lit. Heavenly Thunder Whirlwind God) is the combination of Senpuujin, Gouraijin and Tenkuujin with Tri-Condor that is formed by the command "Galactic Transcendence Three-God Combine" (銀河超越三神合体 Gingachōetsu Sanjin Gattai?), which can use Tenkuujin's helicopter blades as a weapon. Tenrai Senpuujin was first formed in the Hurricaneger movie to fight the Shinobi Space Monkey in their Ashurasaru form, with the aid of the Tri-Condor owned by Princess Laiina. Tenrai Senpuujin was later used when Manmaruba became huge and ate the Gouraiger. Hurricane Blue and Hurricane Yellow went to save them on the Gouraiger's Bari Thunders while Hurricane Red used Senpuujin to hold Manmaruba. Gozen sent three new Karakuri Balls, which she created with Shurikenger's help. These new Karakuri Balls which form Tri-Condor are what enabled the combination of all three robots into Tenrai Senpuujin When the mecha's chest blades spin, they summon a destructive whirlwind called the Ultimate Storm attack, which lifts monsters into the sky and kills them. Another technique is the Double Cross Formation, where the chest blades turn 45° and project a force field that can block almost any frontal attack. In the following episode Tri-Condor's Shinobi medals are each shattered after its first fight as Tenrai Senpuujin. The team wasn't able to use it for a while due to the conflict of mixing wind and thunder energy together, but Orobo was able to repair the medals by herself. Tenrai Senpuujin does not utilize the Hurricane Dolphin as a component.
- Super Karakuri Beast Revolver Mammoth (超絡繰獣リボルバーマンモス Chou Karakurijuu Riborubamanmosu?): A giant robotic mammoth activated during the meteor shower once all six Shinobi Medals unlocked the seal of Ninjamisen. Revolver Mammoth is summoned into battle when one is playing the Ninjamisen, it can supply a seemingly endless amount of Karakuri Balls. Gourai Senpuujin or Tenrai Senpuujin can also ride Revolver Mammoth and combine attacks. As Revolver Gourai Senpuujin, its finisher attack is Thunder Hurricane Strike. As Revolver Tenrai Senpuujin, it can create the Ultimate Rainbow attack.
Karakuri Balls (絡繰り (カラクリ) ボール Karakuri Bōru?, lit. Trick Ball): Become the tools the robots use in battle. The kanji next to the tool names are those found on their Shinobi Medals, and their meanings are included.
- Karakuri Ball 01: Sword Slasher: The Hurricanegers must fuse the Shinobi Medals on their Hurricane Gyros to make this weapon, but KabutoRaiger has also used a Shinobi medal with "鉾" (halberd) on it. It is the primary weapon of Senpuujin. In Abaranger vs. Hurricaneger, with their powers combined, their powers helped to create a golden version called the Mahoro Slasher, which was wielded by Abaren'oh.
- Goat Hammer: Combination of Goat Crusher and Tortoise Hammer used for "Hurricane Comet" attack.
- Karakuri Ball 04: Plant Axe (車; wheel): Primary weapon of Gouraijin. When combined with the Double Horn Cutter weapon from Gouraijin's chest, it becomes known as the Axe Cutter.
- Gatling Attacker: Combination of Gatling Leo and Squid Attacker.
- FūraiMaru (風雷丸 Wind-Thunder Round): Combination of FūraiHead and FūraiKnuckle, it is important to help in the Gourai Senpuujin transformation process.
- Karakuri Ball 07: FūraiHead (兜; helmet): Used by Hurricane Red, forms FūraiMaru's upper half or GouraiSenpuujin's helmet.
- Karakuri Ball 08: FūraiKnuckle (拳; fist): Used by KabutoRaiger, forms FūraiMaru's legs or GouraiSenpuujin's fists.
- Karakuri Ball 09: Karakuri Manto (服; clothing): The Japanese use the Italian word "manto" to refer to a "mantle", which in this context, is another word for "cape" or "cloak". Used by Hurricane Red. Can make Senpuujin invisible, but isn't effective in its first battle and not used in the future.
- Karakuri Ball 10: Spin Bee (廻; revolve): Primary weapon of Tenkuujin.
- Karakuri Ball 11: Kabuto Spear (突; stab): Used by KabutoRaiger, but loaded in Revolver Mammoth as KuwagaRaiger's.
- Karakuri Ball 12: Catch Spider (糸; thread): Used by Shurikenger.
- Karakuri Ball 13: Karakuri Stamp (印; stamp): Used by Hurricane Red once for the "Hundred Hand Press" attack.
- Karakuri Ball 14: Pitatto Hitode (着; stick): Used by Hurricane Blue.
- Tri-Condor: Combination of TriHorns, TriCrown and TriClaws, it is important to help in the Tenrai Senpuujin transformation process. Another Tri-Condor was involved in the movie, not numbered and have white-colored trimmings instead of the gold colored trimmings. It functioned as Laiina's spaceship.
- Karakuri Ball 15: TriTsuno (角; horn): Used by Shurikenger, forms Tri-Condor's tail or the horns of TenraiSenpuujin's helmet.
- Karakuri Ball 16: TriKanmuri (冠; crown): Used by Hurricane Red, forms Tri-Condor's body or TenraiSenpuujin's helmet.
- Karakuri Ball 17: TriTsume (爪; nail): Used by KabutoRaiger, forms Tri-Condor's wings or TenraiSenpuujin's claws.

- Raging Arrow (怒りの矢 Ikari no Ya?): An arrow with a sword-like handgrip at the end of its shaft. When wielded alone it caused Tenrai Senpuujin to go berzerk. Rather than being marked with a kanji, its Shinobi Medal resembles the pattern of a sand dollar.
- Whispering Bow (なげきの弓 Nageki no Yumi?): A bow that allows the wielder to safely use the Ikari no Ya. Of the Shinobi mecha, it can only be wielded by Senpuujin Hurrier in the Dark Stone (闇石 Yami Ishi?) attack. Rather than being marked with a kanji, its Shinobi Medal is marked with a complex hexagonal pattern.
The Space-Ninja Group Jakanja (宇宙忍群ジャカンジャ Uchūningun Jakanja) are a ruthless band of aliens, piloting in space with their ninja-themed weapons.
- Leader Tau Zanto: The leader of the Jakanja, a centipede-like demon who is intent to bring Earth to ruins to obtain "it". Gains a stronger second form, Tau Zanto Ultimate Form, towards the end of the series. Tau Zanto fought against Senpuujin in the finale. He was regressed to normal size, when Senpuujin exploded and was killed for good by the Victory Gadget.
- The Seven Dark Spears: Generals of Tau Zanto, they are Jonin (上忍 Jōnin?) with different specialties gathered from all corners of the universe. Only in the finale, when the dead were revived, all seven spears gathered together. Only Furabijo & Wendinu survived the series, reappearing in Abaranger vs. Hurricaneger to a vain attempt to join up with the Evoliens by obtaining JaniIga, but the two girls were denied membership and pretty much just hang out now on DinoEarth until Furabiijo was summoned back to Earth by Chronos. The members of the group each have a name themed around on the of seven days of week.
- Spear One, Furabiijo (フラビージョ Furabījo?): A girl with a bug-headdress, first recuited by Zanto and a mistress of Bee Ninpou (蜂忍法 Hachininpō?). She carries a notepad with info on the monsters sent to fight and uses a stamp when they die to mark them out with "X for flunking". It was soon learned she was a student at a Space Ninja School until she was expelled for failing an exam. After being kicked out of her family, Furabiijo was found by Tau Zanto and joined the Jakanja. After every other Jakanja had failed, Furabijo decided to do her own mission by creating Furabijenu. But it ended with her being kicked out when her own creation upstaged her, but she takes adventage of her demotion to trick Nanami to get her and her friends to create a remote control for Furaibijenu, overpowering her creation and revealing her true colors. Though she failed, Furabijo found the Hurricanegers' base, though the info wasn't much help. In Hurricaneger vs. GaoRanger, she became GaoWhite, but later got whacked in the head by the real GaoWhite's Tiger Baton. She did survive the series (despite her seeming death) and reappeared in Abaranger vs. Hurricaneger. Furabiijo returned once again in GoGo Sentai Boukenger vs. Super Sentai, using the Gordom engine to return from Dino Earth. Her appearance was delayed because she claimed to have taken a walk, much to the dismay of the other villains. With her appearance, she was quickly used as an ingredient to create a new Precious, the Staff of the Three Philosophers, that powered Chronos up. When Chronos was destroyed by Burning Legend DaiVoyager, so too was the staff, and Furabiijo along with it, much to her annoyance. That was due to the fact that she had just reappeared only to be killed off again in the end.
- Bee Ninpou: Hachi Kill, Elegant Barrier
- Spear Two, Chuuzubo (ちゅうず坊 Chuuzubō?): (1-19, Hurricaneger vs. GaoRanger, 51): The leader of the Bio-Ninja Corps, using an extendable rod as a weapon. He eventually developed a grudge against the Gouraiger, due to their indifference in letting his friend Octonyuudo die, and vowed to have his revenge on them. He almost gained it when Tau Zanto sent him to set up the two ninja groups and ensure KabutoRaiger and KuwagaRaiger would kill each other. After failing, Chuuzubo took the painful retribution from Tau Zanto before he attempts to kill the Gouraigers first. But the Hurricanegers' interference resulted in Chuuzubo using the forbidden Dark Soul Summoning Ninpou to grow large and increase his power while reducing his life. Though he overpowered Gouraiger and Senpuujin, he is killed by the newly formed Gourai Senpuujin, graded A+ by Furaibijo for effort. He was briefly revived by his brother in the Hurricaneger vs. GaoRanger movie, only to be killed by Gourai Senpuujin once again.
- Space Ninpou: Box Formation (Able to grab things with the arms from the box on his back, sending his victims into a pocket dimension where their power is less then 50%.), Giant Spear, Human Puppet (Control a person's body.)
- Spear Three, Manmaruba (1-33, 34-37, 51): Tau Zanto's most valuable servant for his unique power, Manmaruba sees fate absolute and unavoidable. It was due to this abiltiy that Manmaruba found the Gouraigers, who deiceved him into thinking they were the last two Spears. After Chuuzubo's death, Manmaruba undergoes a pupa state and emerged two episodes later as an adult form, Manmaruba Imago, wearing a cloak outside battles and his psychic abilities magnified. He had a grudge on Ikkou, for misleading him earlier, and thus infected him with a deadly Space Scorpion, whose brood spread to the others. Though, Shurikenger managed to remove the scorpions, Manmaruba still had Ikkou set for death as he secretly implanted a Space Scorpion egg inside his body during initial attack. However, as his psychic power assured him that Ikkou would die, he was horrified to see his own demise at KabutoRaiger's hand in the process. Though his previous glimpse of the future was ruined by Hurricane Red's trickery, Manmaruba's own demise at Ikkou's hands was a reality. To counter that future, Manmaruba created another cocoon that held a clone of himself to continue after he dies, eventually hatching into a new Manmarubra. In Hurricaneger vs. GaoRanger, he became GaoBlack. The clone later evolved into an even more stronger yet monstrous form, Manmaruba Reckless Form on episode 37, where he could launch collars onto people to choke them to death. Killed by Tenrai Senpuujin.
- Space Ninpou: Kanedama (Temporary assumes his larva-form and rams at opponents in a fiery aura).
- Spear Four, Wendinu: A Snake Ninpou (蛇忍法 Hebininpō?) mistress of disquise who appears on Earth with her partner Furabiijo, who occasionally calls her "Wendy". Wendinu is the one who enlarges the henchmen in various ways. But Wendinu was made a Dark Spear due to her unique ability to grow into a giant super-strong berserker after amassing enough stress and rage in her. In that craze state of mind, Wendinu destroyed an entire planet single-handly. After Manmaruba's death, Wendinu did her own plan by setting up her own Wendinu Cram School scheme, using brain-washed children to kill the ninjas for her. In the process, she fell head over heels for a young man named Hashimoto. However, once her plan failed, Wendinu's rage reach its zenith and she grew, overpowering Senpuujin and Gouraijin easily until the presence of Hashimoto caused her to shrink back to normal size. In Hurricaneger vs. GaoRanger, she became GaoBlue, but got clawed by (the real) GaoWhite, making her give in to her vanity. She did survive the series (despite her seeming death) and was last seen on DinoEarth during Abaranger vs. Hurricaneger.
- Snake Ninpou: Free Sword, Supicous Attack
- Spear Five, Sargain ( Sarugain?) (1-43, 51): The leader of the Mecha-Ninja Corps and master swordsman, he's actually a karakuri-robot body built from Jakanja alloy and piloted by a small robotic ant. He could extend his Dark Twin Swords Ganryuken from his shoulders and can build his own personal robots to fight the Hurricanegers. In Hurricaneger vs. GaoRanger, he became GaoYellow. After the destruction of his super robot Gaingain, Sargain lost the Raging Arrow, a special Medal that he made, to the Hurricanegers and was in bad shape. Sandaaru took advantage of that in order to perform a sneak attack, destroying Sargain for his failure.
- Spear Six, Satorakura (20-49, 51): Summoned by Tau Zanto to replace Chuuzubo, Satorakura is leader of the Masked-Ninja Corps. A clown trickster-ninja with a sick sense of humor, Satorakura performs evil acts for his own amusement, an entertainer in personality with exaggerating amount on one-liners, puns, and jokes at his disposal. He referred to Tau Zanto as "Ta-Za". In Hurricaneger vs. GaoRanger, he became GaoRed ("Shakunetsu no 4×4=16 (shi shi juuroku)!"). Killed by Shurikenger in an exploding Tenkuujin.
- Space Ninpou: Everybody Magnet (Uses his masks to revive Space Ninjas).
- Spear Seven, Sandaaru (39-50, 51): A shark ninja, he single-handedly destroyed many worlds before coming to Earth. He made a fake alliance with Tao Zanto, hoping to take over and frequently schemes against Tao Zanto which he later revealed but it fell against him in the near finale. He leads the Phantom-Beast Ninja Corps. Killed while fighting an exploding Gouraijin.

- Chubouzu (Hurricaneger vs. GaoRanger): The arrogant younger brother of Chuzubo, possessing as many Ninpou as his brother and then some. He arrived on Earth to avenge his brother, meeting the Duke Orgs Yaibaba and Tsuetsue, who revealed to him the Gaorangers' existence, with Chubouzu making a deal with them. Chubouzu managed to capture the Gaorangers and Tetomu, obtaining the G-Phones which he gave to Jakanja on the condition that if the plan was a success he would take his brother's place in the Seven Dark Spears. However, though the eight villains had them on the run, GaoSilver's interference gave the gang a chance to return the G-Phones to their true owners. Though he was hit by the Victory-Gadget/Hyakkujuuken combo attack, Chubouzu used the Dark Soul Summoning Ninpou to evade death and used his Regeneration Ninpou to revive Girigirigaishi, Kangaroulette, and Jingiron to aid him. He also used his Big-Bro Spirit Summoning Ninpou to revive Chuzubo himself. In the end, Chubouzu was killed the Power Animal-powered Tenkuu Gourai Senpuujin.
- JaniIga (Abaranger vs. Hurricaneger): A ancient Jakanja who arrived on DinoEarth centuries ago and fought the Dragonoids, delighting in the destruction in his wake cased by his Evil Ninpou (邪忍法 Janinpō?). He was eventually sealed in an orb by three DinoEarth sages until his prison was found by Migela, who modified its contents with Evolien influence before handing it to Wendinu and Furabiijo as they possessed the power to free him. While using his three shadow clones to fight the rangers, JaniIga absorbed Dino Guts from the masses in order to become the strongest ninja. JaniIga met his end due to the combined might of the Hurricaneger/Gouraiger teams and the Abarangers though Abarenoh.
- Evil Ninpou: Kage Vanish, Storm Leaves, Skill Seal, Explosion, Demonic Grand Transformation, Blader Spin
- Fake Rangers (Nise Renjā) (48): Evil duplicates of each Ranger.
- Fake Hurricaneger (Nise Harikenjā): Evil duplicates of the Hurricanegers.
- Fake Gouraiger (Nise Gōraijā): Evil duplicates of the Gouraigers.
- Fake Shurikenger (Nise Shurikenjā): Evil duplicate of Shurikenger.
- Genin Magerappa (下忍マゲラッパ Genin Magerappa): The henchmen, low-ranked ninja that constantly say their name repeatedly while dancing around.
- Copy Giant (コピージャイアント Kopījaianto?): A blank robot launched as a missile from the Centipede to revive Sargain's Chunin into giant-form by scanning the remains and mimicking the monster.
- Honoogiba (ほのおきば Honōgiba?, Fire Fang): Manmaruba's motorcycle.
These are the Ninja monster groups led by 4 of the Seven Dark Spears. Most of each branch members are Chunin (中忍 Chūnin?) master of Space Ninpou (宇宙忍風 Uchuuninpō?), with few high-rank Jonin among them.
The Bionin Corps (バイオ忍軍団 Baionin Gundan?) are led by Chuuzubo, enlarged by a magical scroll fired from Wendenu's bazooka. The monsters in this category are:
- Kekkaibo, the Joining Boundary Ninja (1, Movie): A Mantis Chunin, whose talent is destroying barriers. He was sent/summoned to remove the forcefields around Hayate and Ikazuchi Academies, to allow to the Jakanja to kidnap their students. Killed by the Dry Gadget.
- Kurrisotsubo, the Copy Ninja ( Kopinin Kurrisotsubo?, 3, Movie): A Chameleon Chunin that can create shadow-clones of people he sees. He is a fast-ninja master of the Space Ninpou "Shadow Clone". He was defeated by Senpuujin Hurrier and killed by Senpuujin with the Sword Slasher.
- Hanasakkadoushi, the Poison Flower Ninja ( Dokuhananin Hanasakkadōshi?, 5, 25) A Chunin master of Flower arrangement, his attack being "Poison-Flower Pollen". He was sent to cover the Earth with his poisonous plants, using the Miharaishi Bathhouse to hide the mother plant. Though Kouta and Nanami were too late to stop the blooming, Hurricane Red destroyed the main flower, killing the dependent plants. Hanasakkadoushi was killed by Senpuujin with the Sword Slasher. Once resurrected by Vampiyan, Hanasakkadoushi attacked Osaka, halted by HurricaneYellow until he withdraw to fight Vampiyan, whose death forced Hanasakkadoushi back to the afterlife. His name is translated as "Flower Artisan".
- Futabutabou, the Dimensional Ninja (次元忍 盖豚坊 Jigenin Futabutabō?, 7, Movie): A Pig Chunin, the strongest in Chuuzubo's group. Using his Space Ninpou: Dimenional Pig (宇宙忍風 次元豚 Uchuuninpō: Jigenbuta?), he brought the Hurricanegers into his own personal dimension where he is defeated and forced to retreat, much to Chuuzubo's dismay. In the 2nd round, Futabutabo was prepared, using his Dimensional ability to draw Solar Flares into his attacks along with Space Ninpou Fleeing Sword and Pig Nose. Though defeated by Senpuujin's Sword Slasher, he was resurrected, only to be killed again by Senpuujin. His name means "Cover Pig Priest."
- Kuttukuhoushi The Propagation Ninja (9, 25, Movie): A Cicada Chunin who used his "Space Ninpou: Cicada Transfer" to take 100 to begin the pupalation ceremony to overrun the world with cicadas and obtain "it". However, Kuttukuhoushi had a short lifespan and died before he succeeded in the ceremony. He was revived only to get die again at Senpuujin's Sword Slasher. Killed by Senpuujin with the Sword Slasher. Once resurrected by Vampiyan, Kuttukuhoushi attacked Hakata, halted by HurricaneRed until he left to aid in fighting "uber-giant" Vampiyan, whose death forced Kuttukuhoushi back to the afterlife.
- Yumebakushi, the Nightmare Ninja (夢獏士 Akumanin Yumebakushi?, 11, 25): A Tapir Chunin who used his "Space Ninpou: Sleep Tight" to place children into a deep dream that they could never wake up from, all while being turn into stone. His only offensive attack is "Space Ninpou: Explosive Flames". Yumbakushi's "dream self" was defeated by Hurricane Yellow and obliterated by the Triple Gadget, mortally wounding Yumebakushi in the real world before he was enlarged and killed by Senpuujin with the Goat Hammer. Once resurrected by Vampiyan, Yumebakushi attacked Nagoya, halted by HurricaneBlue until she left to aid in fighting "uber-giant" Vampiyan, whose death forced Yumbakushi back to the afterlife. His name means "Dream Tapir Master."
- Higenamazukin, the Dancing Ninja (髭鯰忻 Danshingunin Higenamazukin?, 13, Movie): A Catfish Chunin who used his "Space Ninpou: Catfish Moustache" to force humans to be under his control. To release them, the Hurricanegers have to defeat Higenamazukin. Destroyed by the Triple Gadget, he was revived by Wendinu. Higenamazukin was destroyed by Senpuujin with the Gatling Leo when he ran at them. Once resurrected by Vampiyan, Higenamazukin attacked Sapporo, halted by KabutoRaiger until Vampiyan's death forced the Chuinin back to the afterlife.
- Octonyuudou, the "Back To" Ninja ( Baakutonin Okutonyuudō?, 14, 25): In a vain attempt for a second chance, Chuuzubo called the octopus Chunin, a friend/cousin whom he referred to as "Octo"' while he was called "Lord Chu", from outer space to help him. Trapping planets in his/an octopus urn, Octonyuudo had destroyed 87 planets, with Earth to be his 88th. Using his talent, "Space Ninpou: Back to the Child", he sprays his octopus ink in people's faces, turning them into 5-year olds with the residual energy turned into candy. Yousuke was among the victims until he was restored to his age by eating the candy where his true age was being held. Though they defeated him with the Triple Gadget, Octonyuudo was revived by Chuuzubo, only to be destroyed by Senpuujin with the Gouraigers watching. Once resurrected by Vampiyan, Octonyuudo attacked a beach at Okinawa, halted by KuwagaRaiger until Vampiyan's death forced the Chuinin back to the afterlife. Octonyuudou's name is a combination of Octopus and Takonyuudou.
- Kirikirimaishi, the Mist-Spitting Ninja (霧霧? - nin Kirikirimaishi?, 16): A Snail Chunin who used his Space Ninpou Crying Mist & Laughing Mist to gather a supply of Minus energy into his shell to start a second Ice Age of darkness. His other attacks were, Hiding Mist (cover his attacks), Changing Mist (transform into fog), and Rotating Slash (withdrawing into his shell for attack). Though killed by Senpuujin with the Sword Slasher, the magic from Kirikirimashi's shell sent the Hurricanegers and the Gouraigers to an island created by his father. His name is a pun on "Mist".
- Girigirigaishi, the Island Ninja (17-18, Hurricaneger vs. GaoRanger): Kirikiri's father, a Turban snail Jonin who used some of the minus energy his son gathered to create the island, and planned to use the rest of the energy to start the Ice Age. His Space Ninpou (Fire Formation, Fire Shurikens, and Flame Forest) are flame-based and his Girigiri Gas can induce insanity. Upon defeat by the Triple Gadget, the fog that covered the world was lifted. Girigirigashi was soon killed by Gouraijin with the Plant Axe & Senpuujin Hurrier. Killed again by Gourai Senpuujin Sword & Shield.
Mechanin Corps (メカ忍軍団 Mekanin Gundan?), are Karakuri built by Sargain. Whenever one is scrapped, Wendinu summons a Copy Giant, which scans a defeated monster and then copies it, giant-sized.
- Jishakkumo, the Magnet Ninja (2): A magnet-themed Chunin robot. Killed by Senpuujin with the Sword Slasher, which negated his regeneration ability.
- Mogudrago, the Excavation Ninja (4): A robotic mole Chunin robot, ending his sentences with "mogu". He is the master of "Space Ninpou: Land-Escape", allowing him to go underground. He was sent to dig up the Jakanja subway and was defeated by Hurricane Yellow and Quake Gadget. Killed by Senpuujin with the Goat Crusher.
- Shiransu, the Splitting Ninja (6): A robotic rabbit Chunin robot that has the ability to cause conflict between people, severing the bonds that bind them. Killed by Hurricane Red and Hurricane Yellow, destroyed by Senpuujin with the Tortoise Hammer.
- Gamajakushi, the Water Absorbing Ninja (8): A robotic toad Chunin robot, who says "ribbit-ribbit" at the end of his sentences, sent to use his "Space Ninpou: Water Absorber" to suck all of the water on Earth. Gamajakushi was killed by Senpuujin using the Goat Hammer for the Hurricane Comet attack.
- Tekkotsumeba, the Metal Ninja (12): A robotic amoeba Chunin robot, nicknamed "Tecotsu". The weakest of Sargain's monsters, he was easily destroyed by the Triplet Gadget. But Tekkotsumeba's true power is his assimilation ability as pieces of him fused into 70,000 buildings across the city. Once he gathered enough strength, Tekktsumeba begin to draw the buildings together in order absorb them. Once fully regenerated, Tekkotsuba would be 500 times larger than Senpuujin. Gouraijin hold Senpuujin off as Tekkotsumeba continued to regenerate, until the Hurricanegers managed to get Hurricane Hawk pass Gouraijin and incinerate Tekkotsumeba.
- Kangaroulette, the Disaster Ninja (20, Hurricaneger vs. GaoRanger): A robotic kangaroo rat Chunin robot with a roulette on his stomach. He was sent by Sargain to ruin the Earth before Satorakura arrives. Depending on where the roulette stops, Kangaroulette lets his victims pick the method of destruction. Kangaroulette was forced to retreat about being beaten by Kabutoraiger, only to return with improvements by Sargain. Once wounded by Thunder Slash, Kangaroulette was scrapped by Victory Gadget and then killed by Gourai Senpuujin. Killed again by the combined efforts of GaoKing Sword & Shield and GaoHunter Justice.
- Unadaigo, the Thunder Ninja (24): A drum-themed Chunin robot. Sargain created it based on his research on the Gouraigers. It is able to asborb electricity and unleash it with his Space Lightning Taiko Drums. Shurikenger assumed the guise of a taiko drumist and came close to finding the weakness of the ninjas: the lightning absorber. Unadaigo managed to overpower Shurikenger and the Hurricanegers, keeping them from hitting his weakspot. Ikkou and Ishhu attempted to beat him with Taiko style, before assuming Gouraiger forms and defeated Unadaigo with their Double Gadget. But the ninja was recreated by the Copy Giant, with a serrated sword to use. It overpowered Senpujin and Gouraijin until Shurikenger gave Gouraijin the Kabuto Spear with which to kill off Unadaigo.
- Chupid, the Love-Sickness Ninja ( ???nin Chūpitsudo?, 26): A mouse-themed Chunin robot with a thing for saying "Chū-Chū" and armed with a crossbow, Chupid uses his trademark Space Ninpou "Love Arrow" on a person, making them fall in love with the first person/thing they saw. Though it seemed non-harmful, Chupid's methods have a long-term effect that would rend society asunder. He even make Isshuu and Shurikenger (in the guise of a teen idol) fall in love with Nanami. However, Isshu's blind love was strong enough to overcome Chupid, implaing him with Stag Breaker. Windenu summons a Copy Giant to recreate Chupid. He uses his other Ninpou; "Knock-out Arrow", "Wildfire Arrow", and "Missile Arrow"; being killed by Tenkuu Gouraijin. His name is a mix of "Chū" and cuPID.
- Jukukinoko, the Brainwashing Ninja (34): A mushroom Chunin robot with romantic feelings for Wendinu. He was summoned by Sargain for Wendinu to use in her "Wendinu Cram School" scheme, to brainwash children into attacking the ninjas with his "Spore Beam" Ninpou. The children indeed attacked them and blasted them with magnifying glasses. Once he defeated by the Triple Gadget, the kids return to normal. He was eventually revived by Wendinu via Copy Giant, fighting Gourai Senpuujin until Revolver Mammoth arrived and Jukukinoko was destroyed by Revolver Gourai Senpuujin. Sargain pitied his creation's misguided feelings for Wendinu.
- Musasabisutaru, the Gliding Ninja (35): A robotic flying squirrel Chunin. This creature briefly acted as Sargain's second body/armor before he learned how to use it separately with a remote control. This robot dropped sweet, amber-colored crystals over a crowd of people on their way to work. When they reached down to pick up the crystals, they were sucked inside and trapped. Killed by Revolver Gourai Senpuujin.
- Fusyokuruga, the Corrosion Ninja (39-40): A robotic moth Chunin. It can regenerate itself as well as release corrosive pollen. Killed by Revolver Gourai Senpuujin.
The Masked Ninja Corps (仮面忍軍団 Kamennin Gundan?) are led by Satorakura. Whenever one is killed Wendinu throws a special mask/boomerang that gathers whatever genetic material remains of the monster and turn him/her into a giant.
- Jingiron, the Mirage Ninja (21-22, Hurricaneger vs. GaoRanger): An eye-inspired Chunin whose head looks like he has building on him. A master of mirages, he used an enlarged illusion of himself to gather both Hurricaneger/Gouraiger teams for Satorakura to hold at bay while he turned 1,000 people into 1,000 exclamation points to create a super-bomb to wipe everything out. But the rangers overcame his master's trap and tracked down his location and stealing the bomb as he was about to detonate it. Though he had them under the ropes with his illusions, Hurricane Red managed to overcome it with Shurikenger's aid. Though Manmaruba's poison took effect, the ninjas used Victory Gadget to destroy Jingiron, freeing his victims. But Jingiron was revived/enlarged and managed to overpower Senpuujin and Gouraijin until Tenkuujin arrived, defeating Jingiron with the Spin Bee. Jingiron was later resurrected, only to be killed again by Gourai Senpuujin Sword & Shield.
- Kiracologne, the Perfume Ninja (23): A hand-inspired Chunin sent to use her Perfume Freeze to turn every living thing into perfume, turning Nanami and Kouta into perfume #47-48. But Shurikenger, as Detective Sasuke, plants as tracking device on her, which leading him and the other ninja Kiracologne's hideout. Yousuke managed to free the others captured by Kiracologne, while Shurikenger assumes Fire Mode and destroys her. She was revived, only to be killed by Senpuujin Hurrier & Tenkuujin with the Spin Bee.
- Vampiyan the Revival Ninja (24-25): A teeth-inspired mosquito Chunin, Vampiyan was contacted by Satorakura via a cellphone in Episode 24, who asked him to come to Earth. The monster arrived on Earth in the next episode, after previously stating that he was busy this week. However, Vampiyan is about the size of a mosquito as he landed on Windenu's bosom upon introduction. Once on Earth, he sucked the blood out of six girls in order to perform his Revival Beam Ninpou to resurrect five Jakanja Chunin. Once revived, the five Chunin wreck havok around Japan in their own way, invincible as long as Vampiyan lives. However, the fact he drink a sixth girl and unintentionally resurrected Kouta's grandmother proved to be his undoing as she lured the straving ninja out to the open with HurricaneYellow killing him. When Windenu made him grow with Satorakura's mask, he became human size and killed again by HurricaneYellow. Fortunally, the second try had Vampiyan the right size to overpower Senpuujin until Tenkuujin arrived Vampiyan is killed by Tenkuu Senpuujin, with everyone he resurrected sent back to the afterlife.
- Omokaru, the Gravity Ninja (重力忍?? Jūryokunin Omokaru?, 26): A foot-masked cyclopic Chunin, he was sent on Earth to put Gravity Stickers on people, making him able to control them with his Space Ninpou "Free Gravity" and the stronger version "Gravity Chaos". He overpowered the Hurricanegers in their first encounter until Shurikenger arrived and defeated him in Fire Mode. Though Omokaru retreated, he fulfilled his plan and during round two, managed to sneak his stickers on all six ninjas, using his Ninpou to have the others in the air while shoving HurricaneRed to the ground until Taishu distracted Omokaru long enough from him to gets out and uses his DryGun to cancel Omokaru's Ninpo and destroy the stickers. Omokaru was then blasted to bits by Victory Gadget, only to be revived as a giant and be killed again by Gourai Senpuujin.
- Berotan, the Lingering SummerHeat Ninja (残暑忍ベロ たん Zanshounin Berotan?, 27): A tongue-themed Chunin in mailbox armor who came from the postal service planet. Using his Space Ninpou: Human Stamp ( Uchuuninpō: Ningen Kitte?), he licks people into stamps. Then Satorakura had all the Jakanja seal envelopes and put the stamps on them to sent to his various friends across the universe. The plan was that Berotan would stuff a bag full of letters in his mouth, causing his stomach to unlease the heatblaze to incinerate the Earth while blasting the letters safely to their destinations. He studied the Hurricanegers' move, countering the Quick Gadget in the first round. But Shurikenger's convincing allowed Yousuke and Kouta to work together to defeat Berotan. But Berotan is revived and uses his "Tongue Tie"/"Bero Shocker" Ninpou combination on Senpuujin until Tenkuujin arrives. Berotan is then forced to puke out his victims wth Senpuujin's Hundred-Hand Press before being destroyed by Tenkuu Senpujin. His name is reference to "Bero", slang for "tongue".
- Gomubiron, the Balloon Ninja (38): An ear-inspired balloon monster. Gomu means 'rubber' or 'gum' in Japanese. Nothing seemed to harm him, and all the Hurricanegers weapons bounced off of him as well. Once Isshuu mastered the Kirai Maru, he was able to defeat him. Killed by Revolver Gourai Senpuujin.
- Tsukkomina, the Comic Dialogue Ninja (41): A nose-inspired clown monster. He came along when Kouta was waiting for his sister to visit from Africa. This Jakanja brings upon jokes and tricks like a bowl of Nan (Indian bread), and planned to hit the ninja with them. Even when he disappears he teases with a rant and a comicial dance or gesture. They went on a stage, where they was a sign that said "Bakushou! Satarz Talk Live", a show featuring Satorakura and Tsukkomina. Yellow fought him and finally weakened him. Killed by Tenrai Senpuujin.
The Phantom-Beast Corps (幻獣軍団 Genjū Gundan?) are monsters led by Sandaaru.
- Badogi, the Misfortune Fan-beast (40, 44): A dragon monster. He is Sandaru's brutal pet. In Episode 40, Sandaru opened up a fan and Badogi was released. He was giant and released fire. The rangers then retreated. He didn't reappear until episode 44. Sandaru lashed out his fan again and fire came out revealing the giant Badogi. The Sword Slasher was no use. They tried the Hitode but he stopped it. They try the Goat Hammer (Goat Crusher and Tortoise Hammer) and Gatling Attacker (Gatling Leo and Squid Attacker). They did the attacks Hurricane Suisen and Hurricane Spiral, but they didn't work and Badogi shot fire at them bringing them down again. Yousuke boldly tried the Raging Arrow and it worked. When they used it against Badogi, much to everyone's shock, it went in smoothly and the Arrow blade fit firmly in their hands. The energy backlash did serious damage to Badogi, to Sandaru's shock. Then when Gouraijin and Tenkujin came along, the evil power of the medal was too much again. It attacked the others with no control from the trio. Gozen was so shocked that she came out of her hiding spot to help. Badogi used the meltdown to its advantage and brought down Sempujin on a mountain with his fire. Gozen appeared in a bright light to help them. She told them to form Tenrai Senpuujin, which they did. Killed by Tenrai Senpuujin with the Raging Arrow.
- Dezargi (44, 47): A raven monster. This creature had an organic and a metallic form. He swooped onto the scene in Episode 44 and stole the Raging Arrow from the Tenrai Senpuujin. After Hurricane Red stopped Sandaru from hurting Gozen, he called Dezargi out from his fan. The medal then ended up back in evil hands. He came from the planet called Crow Garden and his proud skill was the Kurobane root tornado. In Episode 47, he was big and his wings would blow back the attacks that the Hurricanegers sent out at him. Killed by Tenrai Senpuujin, with Gozen's power.
- Madogi (45, 48): An ocelot-themed monster. A spy from the planet Ocelot, her talent is shadow endurance. She often meowed in a cute kitty voice. In Episode 45, Sandaru sent her on a mission. She follows the Gouraiger. Whatever Madogi sees, Sandaru sees in his weird eye. Madogi can dip into a dark shadow. She (as the shadow) entered Isshuu's shadow. The Gouraiger went through a force field and Madogi secretly followed through the shadow. The Gouraiger ended up at the secret location of Gozen. When all the rangers were there, Madogi attacked. She then retreated when Shurikenger fought with her. Later, in Episode 48, she returned to assist Sandaru. He gave her six feathers and she spread them across town. The feathers created evil clones of the rangers that had collars (sporting her design) with bells. The clones beat down the rangers, Gozen came around to help. The rangers defeated the clones but Sandaru and Madogi still had something up their sleeves. Madogi threw feathers at the rangers this time. Placing the collars with bells on their necks. This turned the rangers against Gozen. Gozen had to defend herself from the rangers. Madogi then attacked Gozen, but her powers from her gem didn't work. Gozen used a sword against Madogi. Once the original bell was broken off Madogi's neck, the collars fell off the rangers as well and they were free from her spell. Killed by the Victory Gadget and Ninja Misen.
- Space Saruninjas (Movie): Two armored monkey-ninjas composed of Hisaru and his lacky Blizaru. They were hired by Jakenja to abduct Laiina from Astrom, bringing her to Earth on the TriCondor. But they get into a dogfight with Tenkujin, resulting with Laiina crashing the ship, though she loses the Tricondor when the Hurricanegers save her. They learn that Laiina is needed and for the Soul-Eating Ceremony and upon learning of the location to hold it, the Saruninja freeze the villains and to take Laiina's essence for their own and be immortal. Though that captured Laiina, the Hurricanegers managed to save her before defeating the Saruninjas with Triple Gadget, with Laiina regaining her Tricondor. But the two survived and uses their "Gigantic Fusion" Ninpou to assume the titanic form of Ashurasaru, who overpowers Senpuujin, Gouraijin, and Tenkuujin. But Laiina gives the ninja use of Tricondor, allowing them to form Tenrai Senpuujin for the first time to defeat Ashurasaru.
- Furabijenu, the Beautiful-Girl Ninja (30): A robot that Furabijo created, identical to her in everyway but 300 times powerful. She actually defeated the Gouraigers and Shurikenger single-handly until she was called back to re-charge her batteries to fight at full-power by the end of the week. Upset by this fact and impressed with the robot, the other Spears kick Furaibijo out for the better robotic version. However, she intended to overthrow Jakanja when their guard was down and become the new leader. Once fully charged, she returns to Earth only to find her creator to stand up to her and plant the remote control on her. Furaibijenu was scrapped by an enraged HurricaneBlue, only for a Copy Giant to recreate her. With her creation destroyed by Senpuujin with the Pitashito Hitode, Furabiijo returned back to her place in the Jakanja.
- Ninja Wolves Fangurlu (31-33): The last of the wolf-like demons from the B-Strike Hell Nebula that was decimated by Jakanja long ago, the Fangurlu were too vicious to die out with rest of their race and were found by Satorakura, who uses a special whistle to control them and make them his personal pets before setting them loose on the day of a meteor shower in Tau Zanto's plan to finally get the "Final Secret". The Fangurlu use their race's ability to eat the shadows of their victims, turning them into werewolves until the Fangurlu themselves are killed. The trio overpower the Hurricanegers and Shurikenger until the Gouraigers arrived, forcing the wolves to retreat back to the city to claim more victims. Though they overpowered the gang, the ninjas managed to seemingly destroy the Fangurlu. However, at Satokura's call, Fangurlu reformed and merged into the 3-faced Giant Beast Fangerus (巨大獣ファンゲロス Kyodaijuu Fangerosu?)while the victims of Fangurlu start to turn other people into werewolves to complete the ideal setting for the "Final Secret"'s coming. But though Fangerus overpowered Gourai Sempujin, it split back into the Fangurlu when Satokura's whistle got broken. Once Satokura fixes the whistle, the Fangerulu remerge back to Fangerus and resume attacking the city and fighting the Hurricanegers and Gouraigers in their Shinobi Machine as humans until Revolver Mammoth arrives, with the wolves being the first to be killed by Revolver Gourai Senpuujin.

- Megatagame (15, 28): Piloted by Sargain, it was commissioned by the Gouraigers to aid them in acquiring Shinobinium. Based on their specs, Megatagame used lightning based attacks. It overpowered the Hurricane Blue-piloted Senpuujin until she used Gatling Attacker to destroy it. Sargain later created an improved red-pink version called Megatagame Mark II, using to fight Senpuujin with the Hurricanegers overconfident of beating it. However, Sargain surprised them with Megatagame's own "Hurrier Mode", which lacks a time limit so Megatagame Mark II can "hurry down" and "hurry up" at will. Tenkuujin managed to give the Hurricanegers time to escape after Senpuujin was defeated. After further improvements, Megatagame Mark II reappeared and Senpuujin battles it in vain until Gouraijin arrives. The two attempt to combine, but Megatagame steals FūraiHead to halt the fusion. However, Tenkuujin appears and uses Catch Spider to trip the giant and take back the orb for the others form Gourai Senpuujin and destroy the giant.
- Megatagame Mark III (42): A third blue robot, piloted by Sargain, that could download the powers of Senpuujin, Gouraijin & Tenkuujin. Destroyed by Tenrai Senpuujin, but it was too late as Sargain had all of the info he needed on a disc, which he brought with him when he jumped out to safety.
- Gaingain (42-43): Final robot piloted by Sargain. Had a Karakuri Ball for the Raging Arrow. Destroyed by Revolver Tenrai Senpuujin.
- Megatagame Sexy (46): Piloted by Windenu, it is a female version of Megatagame II Hurrier. Originally Megatagame Mark IV, but Windenu found it originally unsuitable to her taste, and made it "Sexy". Its special attack is the "Dark Throwing Kiss", where it releases a powerful kiss-themed beam from its' mouth. Destroyed by the Revolver Tenrai Senpuujin.
- FurabijenRobo (46): Piloted by Furabiijo, it resembles a new, re-colored, and giant version of Furabijenu, though this model doesn't require the battery back. Its special attack is called the "Elegant Beam". Destroyed by Tenkuu Senpuujin.
- GiantMusasabiSuit (46): Piloted by Satorakura, it resembles a new, and slightly re-colored, giant version of Musasabisutaru. Originally meant to be piloted by Sargain, but he was destroyed before he could operate this robot, so Satorakura took control over it. Its special attack is the "Mosquito Ruby Punch". In battle it can also release a crystal laser from its' three eyes. The laser has a radius/10 kilometer range that can attack and destroy buildings. Destroyed by Tenkuu Gouraijin.
