During the Cultural Revolution, Mao hated intellects so he sent his Red Guard to capture his "enemies" many of whom were doctors. He also took people at random and sent them to camps located in villages and if they were a son or daughter of a declared enemy they had a 0.3% chance of going back to the cities.
