Satyendra Narayan Sinha(also spelt Satyendra Narayan Singh [1]) (affectionately called "Chhote Saheb") (July 12, 1917 ) was an Indian politician , renowned freedom fighter and a former Chief Minister of Bihar. [1]He was Chief Minister from March 1988 to December 1989. He is a former Seven Term Member Of Parliament from the constituency of Aurangabad. He had also been a former State Cabinet Minister of the state of Bihar.He was a Member Of the Bihar Legislative Assembly thrice and Bihar Legislative Council once. His Wife Kishori Sinha is a Former Member Of Parliament From Vaishali and his Daughter in Law Shyama Singh is also a Former Member Of Parliament From Aurangabad. [2]His son Nikhil Kumar , a former IPS official, currently represents the constituency Of Aurangabad in the Lok Sabha."Chhote Saheb" was a very suave and polite politician from an aristocratic family,his equally illustrious father and the First Finance Minister Of the State Of Bihar. Bihar Bibhuti Dr. Anugrah Narayan Sinha[3]being a great freedom fighter leader and one of the makers of modern Bihar who worked together with 'Deshratna Dr. Rajendra Prasad' (The First President Of Republic Of India) to led the Gandhian movement in Bihar.

Satyendra Narayan Sinha was born in an aristocratic political Rajput family in Poinwaa (Gaya district, Bihar state) on 12th July 1917. His father and Congress strongman Anugrah Narayan Sinha (affectionately called "Babu Saheb" ) was a very close associate Of Mahatama Gandhi during the freedom struggle movement in Bihar and worked with Deshratna Dr. 'Rajendra Prasad' (The First President Of Republic Of India) to led the Gandhian movement of Satyagraha in Bihar. [4]Bihar Bibhuti Dr. Anugrah Narayan Sinha was known for his charismatic leadership and huge mass appeal and was a very prominent national leader , along with [5]Bihar Kesari Dr. Sri Krishna Sinha,the first Chief Minister Of the State Of Bihar he is considered as one of the makers of Modern Bihar[6]His Father Anugrah Babu gave political patronage to the then young leaders like Loknayak Jayaprakash Narayan, Babu Jagjivan Ram, Bir chand Patel, K. B. Sahay {Krishna Ballabh Sahay} and Others."Chhote saheb" was born in politics,after practising law at the Patna high Court he left it to join the freedom struggle and inherit the political legacy of his great father.He completed his Bachelor's degree from Allahabad University and earned a degree in law from Lucknow University.
Satyendra Narayan Sinha an eminent educationist , was the State Cabinet[7]Education Minister of Bihar in the government headed by Pandit Binodanand Jha (The then Chief Minister of Bihar ) from 1961-1963 and again for the second consecutive term in the cabinet of K. B. Sahay{Krishna Ballabh Sahay} from 1963-1967;he also a held a range of portfolios including Local Self Government and Agriculture.He is credited with bringing modern vision and streamlining the entire education system of the state particularly the Universities, Colleges and other Institutes to compete with internationally recognizable standards and he is considered as one of the great reformers who laid the root foundation of modern education system in bihar.During his tenure as education minister,he was the chief mentor and instrumental in the establishment of[8] Magadh University in Bodh-Gaya, Bihar in 1962; the globally famous largest university of Bihar which laid the fruits of higher education available to the masses with globally acceptable norms.Many other prominent Institutes in various disciplines like medical,engineering,commerce,management and law were established under his able guidance.As the Chief Minister of Bihar he also held the portfolio of Education for the third term in his later years 1989-1990.
Shri Satyendra Narayan Sinha was a Member of the Provisional Parliament, First, Second and Fifth to Eighth Lok Sabhas from 1950 to 1961 and 1971 to 1989 representing Aurangabad parliamentary constituency of Bihar.[9]An active parliamentarian, Shri Sinha served as the Chairman of Committee on Estimates from 1977 to 1979. He was also a Member of the Committee on Finance from 1950 to 1952; Committee on Estimates from 1956 to 1958 and thereafter during 1985-86 and the Committee on Public Undertakings during 1982-83. A freedom fighter, Shri Sinha organized Legal Aid Programmes for political prisoners during pre-Independence days."Chhote Saheb" was a man of the masses and well-known social activist.During his initial years in public life, he was the Assistant Secretary to the Bihar Provincial Committee of the Kasturba Gandhi National Memorial Fund and Secretary to the Bihar Provincial Committee of the Gandhi National Memorial Fund. He was also associated with a number of educational and social institutions in different capacities. He was member, Senate and Syndicate[10]of Patna University from 1946 to 1960 and Bihar University from 1958 to 1960.
A widely travelled person, Shri Sinha attended Inter-Parliamentary Union Conference, Helsinki, Finland in 1955.He was the leader of the [11]cultural delegation to Kabul on the occasion of `Jasan’ in 1963.He also led the Indian Parliamentary Delegation to the Spring Meetings of Inter-Parliamentary Council, Canberra in 1977 and also to its meeting at Lisbon in 1978.He was a member of the Indian Parliamentary Delegation to erstwhile USSR in [12]1976 and was elected a member of the Special Committee on Violations of Human Rights of Parliamentarians at Canberra in 1977 representing Asia.He was also elected President of that [13]committee (conferred upon the status of a Union Cabinet Minister) and served as its Chief from 1977 to 1988.Shri Satyendra Narayan Sinha championed the cause of the oppressed and depressed people of the nation. Chhote Saheb tirelessly strove for the welfare of the downtrodden and to ensure that they get their equal rights and equal status in the entire society.
S.N. Sinha had a long political Career of more than six decades and stood a famous distinguished figure not only in Bihar's Political and Bureaucratic circles but also equally influential and well known in Delhi's Elite Circle.[14]"Chhote Saheb" Was Considered as a "King Maker" of Politics. Satyendra Babu stood tall among his contemporaries and played the role of a "De-Facto" C.M. during the period 1961-67 under the Governments headed by K. B. Sahay{Krishna Ballabh Sahay} and Pandit Binodanand Jha (Both Ex-C.M.},"Chhote Saheb" also played a key role in the installations of Governments headed by Satish Prasad Singh,B.P. Mandal,Sardar Harihar Singh,Bhola Paswan Shastri and Ram Sundar Das . [15]He had a very close personal family relationship with Loknayak Jaiprakash Narayan and succesfully led the J.P.'s 1977 nationwide complete revolution in Bihar as the then President of the "Janata Party" in 1977.[16]S.N. Sinha gave political patronage to young leaders like Union Railway Minister Lalu Prasad Yadav,C.M. Nitish Kumar,Union Minister Ram Vilas Paswan,State Cabinet Minister Nagendra Singh and Others. He also wrote his autobiography MERI YADEN: MERI BHOOLEN , which incorporates the experiences and perceptions of a leader of his stature and eminence, is considered as a milestone and contain politival anecdotes from the past that can be very authentic information source for a researcher scholar.
