Green was born in Overbrook Park, Pennsylvania. He attended URJ Camp Harlam for several years of his youth.

Green's first role was in the 1984 film, A Billion for Boris. He also starred in Woody Allen's Radio Days (1987) as Joe, and appeared in Big Business 1988 as (city twin) Bette Midler's son, and in the same year, in the motion picture My Stepmother Is an Alien where he played a character who dated the juvenile lead played by Alyson Hannigan; years later in Buffy, as Oz his character and Hannigan's were also romantically related. He also appeared in the '80s film Can't Buy Me Love , playing the part of Patrick's little brother.

Green appeared in the miniseries It (as Richie Tozier, age 12), all three Austin Powers movies (as Dr Evil's son Scott), and Enemy of the State as a computer specialist (in an uncredited role). He played another "computer geek" role in the film The Italian Job. He was also in the movie Rat Race. Another one of Green's later films is Scooby Doo 2: Monsters Unleashed (with Buffy the Vampire Slayer star Sarah Michelle Gellar). He also starred as one of the main characters in Without a Paddle.

Green's first television appearances were in Tales from the Darkside and Amazing Stories in the mid-1980s. He also appeared in commercials as the window cashier for Rally's Hamburgers in the early '90s, sparking the catch-phrase, "Cha-Ching!" In 1994 he starred alongside Jennifer Love Hewitt in the shortlived series Byrds of Paradise. However, Green's fame and prominence rose when he began appearing as Daniel "Oz" Osbourne the werewolf in the television series Buffy the Vampire Slayer during seasons 2–4.

Green has also been featured in roles on Greg the Bunny, Tucker, The X-Files, That '70s Show, Will & Grace, Mad About You, and Entourage. Green also voices the character of Chris Griffin (among others) on the animated series Family Guy.

In 2005, Green co-created and produces Robot Chicken with Matthew Senreich for Cartoon Network's Adult Swim. Featuring stop-motion animation, Robot Chicken was renewed for a third season, scheduled to air in the spring of 2007.

Green co-created the comic book title Freshmen with Hugh Sterbakov. Green has also written for the magazine Toyfare and is a noted fan and collector of M.A.S.K. toys. He has a cameo role in "Weird Al" Yankovic's music video for "White & Nerdy" where he's a part of his action figure collection. He also has a cameo role in the Fall Out Boy music video for This Ain't a Scene, It's an Arms Race.
